David Carter is an experienced project manager with extensive knowledge of economic development, strategic planning, issues management, organizational effectiveness, and strategic communication. As a senior manager, David leverages his communication skills and experience managing statewide initiatives to support a variety of the firm’s public and private sector clients. 

Prior to joining Emergent Method in 2022, David served as Director of Special Projects and External Relations at Louisiana Economic Development (LED) for more than six years. In this role, he led various special projects, including developing LED’s annual report, strategic plan, and value proposition to Louisiana’s business prospects. David was responsible for maintaining key relationships with economic development organizations across the state and country and working closely with the governor’s office, elected officials, and other key stakeholders on behalf of the department. He served as an advisor to executive staff on communication strategy, public and media affairs, and organizational effectiveness. In addition to his service at LED, David served as Communications Director for the Resilient Louisiana Commission. 

Before joining LED, David worked at the Baton Rouge Area Chamber as part of the Marketing and Communications and Economic Competitiveness teams. He developed policy advocacy and social media strategies, conducted research, and assisted with various marketing and public policy projects. 

David is a Certified Louisiana Economic Developer and holds a Bachelor of Arts in Communication Studies from the University of Nevada Las Vegas, a Master of Mass Communication from Louisiana State University, and a Master of Business Administration from Louisiana State University Shreveport.
