Kelsea leverages decades of public sector leadership to guide stakeholder engagement, public outreach, and economic development efforts for transformative initiatives and projects in communities across the state of Louisiana.

With more than 15 years in municipal and state government service, Kelsea supports a wide range of community engagement, economic development, strategic planning, and public outreach efforts for our clients. Her work focuses on aligning large-scale, transformational projects and initiatives with local community priorities, as well as supporting local and regional municipalities with strategic planning efforts to outline opportunities for long-term growth and success in communities across the state. Before joining the firm, she served as the chief economic and cultural development officer for the City of Monroe, Louisiana, overseeing a broad portfolio of citywide strategic planning, grant funding, preservation, and revitalization projects. Her previous experience also includes serving as the director of civic design and cultural districts for the Louisiana Office of Cultural Development, in addition to multiple public policy, brand development, and marketing roles with Lumen Technologies and the University of Louisiana Monroe.
